Originally I had planned to get the required permits from the city, but I had a contractor that I work with recommend to not go through the time, money, and headache of the permitting process since it's my primary residence and I can most likely "get away" with it.

However, when I went to visit the property, it appears there is someone squatting on the land (perhaps the original owner who lost it to back taxes, who knows). 

The VA loan that gets assumed by a non vet binds the entitlement to the original borrower and if that new borrower defaults, the original borrower loses that amount of their entitlement forever. 

The underwriting was done on the original borrowers  and conventional loans are not assumable.

Origination fee 1% or $700.
