Some cities inspect every year, while others like Minneapolis and St Paul may be several years between inspections depending on how well the property is kept up and complaint calls. 

I've used this with my own properties in Minneapolis as well as with my parent's vacation rental in Cape Coral, FL.

Houses in South Minneapolis for example have appreciated 22% to 35%.  

PS- You might think I am weird for wanting it, but it is a prime lot that backs up to a state park, is heavily wooded, and sits on a creek with excellent fly fishing, only about 5 minutes into town and the interstate to Minneapolis, and I can only imagine in its current condition, has potential.
