Yes, they can be slow with the first payment, but as long as the HUD paperwork is complete (essentially a promissory note here), the money always comes.

There will not be one PM covering all the places you mention in your post, so maybe refine your search a little, and then you can start interviewing.

However if you understand the process already and what you're trying to achieve and just looking for someone to do it for you, then I would search a bit more to price compare and then make your informed decision.
