You may be able to lean on the title company if they missed something, but generally if the deal closed and its not an issue of material disclosure or title or something its generally your issue now, the owner doesn't really have an obligation to comply if they closed according to the CD you signed.

Which brings me to another question; the agreement states that the homebuyer/occupant will retain home owners insurance on the property and list the lender as loss payee or first lien holder on the insurance for the life of the loan and yes I know it's in the agreement that was signed but I am wondering if by law it's even required once it used to be 20% but now it's 10% of the loan has been paid off, even big traditional mortgage lenders will remove PMI costs after 10% has been paid off.

As for the lack of burnable material in the Palisades and other areas now, insurers will want to rebuild reserves and augment reserves for the next time, not to mention not exposing themselves to risk on this scale again.what I see happening is that the government will simply cut the Gordian Knot by using eminent domain to seize properties and redesign/rezone the whole area so that it's more defensible against natural- and human-caused catastrophe.
