The overall experience (in terms of support and friendliness) reminds me posts I read when I browsed my younger son's forums at My Little Pony community (he used to be a Brony when he was at school, if it tells you anything).

I'm a realtor/property manager in Arkansas and I can tell you we have a lot of out of state investors looking here because of the low taxes, prices, and friendliness towards landlords.  

Introduce yourself to the people next to you before they intro themselves to you if you can - shows friendliness.

I'm not sure where Lakewood falls on the Parma <-> Cleveland Heights ratings scale of landlord friendliness.

You're looking at multi decade investing horizons where the things that matter are local & regional economies, median household incomes, school districts, crime statistics, the competency & business friendliness of local & state governments, etc.

Single-family homes will probably hold up (because of the lack of development), multifamily will probably take a hit because of rent and eviction controls, retail takes a hit, lodging takes a hit, office takes a slight hit (as working remotely catches on for office workers), industrial is anybody's guess (will businesses stay or leave the state ranked 50 in business friendliness? 

Or, even Washington and Oregon, which are similar in their tenant friendliness..

I've reached out to some title companies in Phoenix, AZ, to determine their investor-friendliness.
