PS Rochester and Buffalo were ground zero for much of this stuff also there were groups buying those homes for 10k packaging them up and selling them for 80k to investors from England. the city / state finally cracked down on that and there was some folks that got in trouble on the criminal side of it.. you can google it.. wont mention names but you can find it if you dig deep enoughBut this is nothing new.. buying hood rates for pennies and selling them for dollars to foreigners and unsuspecting out of state folks.

You'll want to explore this with your accountant and see what side of the fence they are.What is more a concern to me is your plan to let the property sit for a couple of years and then move in. 

Fire hydrants, sewer, water, road access, electric, flood way or plain, storm pond, storm sewer, setbacks, fencing, soil compaction, lot sizes, etc.3.  

I will plan to improve the common areas, property fencing and siding. 3 of the 4 units have been turned in the past few years so there is not too much to do inside.

If you miss on fence, landscaping, etc, these are small and you can recover.
