I mean if a seller has any real estate knowledge at all isn’t he going to realize that earnest money that is returnable to the buyer for any reason at all at any time isn’t really earnest money?  

And interest rates probably aren't coming back down anytime soon.

You can always sell the property at any time if you want / need to... but once you take that first step to buy door # 1, it is much much quicker to get to your next one!

Not that I plan to live in or even visit the US anytime soon, but I don't want to deal with winter-related issues like heating, de-winterizing a home etc. 

I would say for most people, the 1st position heloc is no a good bet, especially if you have a 1st mortgage rate of less than 5%.Using this strategy with a 2nd position heloc can be just as powerful, so you can have your cake and eat it too!
