Apparently the water wasn't shut off at utility, and the HOA seemed confident we can turn the water on for an inspection, so it is only a matter of de-winterizing which my agent has now arranged on my behalf.

Whenever he moved out, he made an arrangement with the most responsible tenant on site to become the PM of the house.

There seems to be many hidden tie-in arrangements between entities so can't really say any 1 from what I've read/heard.
