The new requirements will apply to tenancies starting on or after July 1, 2025, with pre- and post-repair photos required by April 1, 2025.This law also clarifies that landlords can only deduct professional cleaning costs if needed to restore the property to its original state.

Whether you want to buy a 2-4 unit place where you live in 1 unit and rent out the rest or do something like a live in flip (where you fix up a house over the course of 2-3 years, move out and sell it to capture a tax free profit), it will mitigate your risk because it is where you live.

To my understanding, the legal out of state entity can own the property AND manage the rental property because it is passive income...But California and New York may have different laws you need to check.Generally, The requirement to register an LLC as a foreign entity in another state generally depends on whether the business is considered to be "doing business" in that state.
