As a former planning commissioner the people AGAINST projects are the loudest so you want to make sure you have a good pulse on what your neighbors and the louder people at public hearings stand so you can be prepared ahead of time. 

Sometimes the lofts are large enough that you can stand up comfortably, other times they're two mattess on the floor and you have to crawl in from the ladder. 

Stop trying to descontruct whether or not she gave proper notice and whether you'll have a leg to stand on in court.
