Those fields that are gray in color have been locked as they are hard coded with formulas.  

You will need to call the city/county (Grays Harbor CTY) to see where they are at before really digging in.

It sort of sounds like it’s the Wild West and most of the billing laws are very gray when it comes to water.

This is the gray area that I find to be most troubling as individuals with no experience are being taught to work in this gray area to raise money from individuals who likely believe the sponsor credentials are more robust than they are.
