Movement east left much of this area to slowly get strangled and left behind.

That is an entire existence designed on movement, not stability. 

You are not starting a "movement" as you once said elsewhere.

I usually look carefully at the most expensive things:1) Foundation/Slab - small cracking and movement are no big deal, but a large crack, settling, displacement can cost a fortune to fix.2) Plumbing - esp cast iron sewer and galvanized ( or old copper) supply lines.3) Electrical - Knob/Tube, old original romex, no grounds, small main panel.4) Structure - Check the attic (and crawlspace if there is one).

Upon occasion, I used to use silicone on a whole job if there was movement present (usually exterior).You want the GE clear silicone....cheapest one...the rest are gimmicky.

@Melanie P. it sounds to me that Michael Thach just calmly and gently proved that not only he knows what he is talking about but elegantly showed that those that choose to attack and claim their expertise - are usually the real clowns.

I'm not planning to charge for anything over the cap, but maybe it could be a gentle nudge for tenants to be more mindful about their utility usage.

They do tend to be pretty gentle on your property as they spend most of their time either working or sleeping.
