I have almost an acre and would love to get some upgrades done on the electrical and start specking out an ADU but because of my experiences so far with everyone from electricians to handymen to landscapers I'm holding back for a while.

roof on, framing done, pool started, rough plumbing done, electrical rough will start next Thursday, A/C install next Tuesday. 

Is there an energy company (electrical and Gas) that will do roll overs?

For instance, one property seems to have an extra bathroom that is not listed in the county records.I plan to make some modifications, including removing a closet wall to expand a bathroom and taking out a kitchen island that contains electrical outlets and a switch.

I don't remember their names but people from the War College helped us redo the electrical and plumbing for cost which was amazing.

There is ZERO chance on a solar purchase they will guarantee your total electric bill.

The system must be large enough to meet the building's annual electricity usage. 

Some of that has to do with things like electrical service being available in needed amounts for the types of structures that will be there.

Another thing to consider... if there are mice, and they start chewing through electrical, that becomes your problem.
