Update:The property had 14k of outstanding taxes and liens 11.5k of it was a tax lien that was sold (accumulated fees, lawyer costs and the lien itself).I negotiated with the tax lien holder to take 2k instead of the 11.5k.

The letter says I have an outstanding balance and must respond within 30 days of receiving the letter as to the validity of the debt.

Once held for the redemption period they are then sold by the county (usually through the County Executive office) that would not have a redemperiod at all except for the usual required advertisement period that they have recieved a bid and anyone wanting to outbid that bid has 10 days to respond to that office and a public auction will be held between bidders with the winning bidder getting the free and clear deed immeadiately upon paying the monies bid plus any outstanding taxes owed.

That is a KEY number, especially because it keeps rising - now at 14% of outstanding mortgages. 14% delinquency is a number not imaginable to lenders prior to now.
