The best way to get an audience with someone like that is to figure out how you can provide value to what they need.a quick actionable item: throw out music; listen exclusively to podcasts or books during your commute.

I think it will be difficult with the current next door tenants, who yell all day, play music loud with windows open, smoke weed on their porch, and often go outside to shout rap songs (badly).

Listen to podcasts instead of the same music you've heard over and over.

You can play obnoxious music at ear splitting decibels until the cops come to tell you to turn it down.
