If your lifestyle is to "spend to available" funds, then the answer is literally anywhere from 0 to infiniti. 

If first infraction, a quick clean up and an appeal with a picture proving the clean up would likely result in fines being waived (or reduced).And who is to say your neighbor with plants growing into your yard isn’t getting daily fines that exceed those being levied against your property?
