Anyway, they just moved out and the paint needed some refreshing (wipe pet slobber :), the yard was full of dog droppings, and the carpets needed to be cleaned.

We lobby constantly to close the loopholes to at least make the law fair.When I got my real estate license and took the refresher class to keep the license (by an attorney no less teaching) it was stated that it was legal to discriminate against law students and lawyers.

If I never hear back from someone I send it too, I know it just saved both of us from lots of headaches down the road:) Even if you are a seasoned landlord, its a great refresher course to go through.Google "becoming a landlord by Fannie Mae" and you should find a pdf copy pretty easily.

I've talked to the landlord for the unit next door, and he's always over there doing repairs, and completely refreshing the unit every 6-12 months due to his high turnover tenants, he seems very stressed.

You'll still have to refresh the unit and market for a new tenant.I disagree with your interpretation of the tenant's paradigm, also.Since financial education is not taught in the schools, we all tend to fall into the habit of assuming that our expenses will remain relatively non-volatile.
