In PA, the broker/PM holds the deposit in escrow at a named financial institution and has under PA L/T laws 30 days after move out/possession to send detailed report of damages and balance of deposit check (or notice of amount due) to the tenant.Second:  whether or not the PM notified the tenant(s) is open to debate, "he said-she said".

It is a a huge time saver, but be sure to let the contractors know that any material that looks damaged be put to the side so you can return/exchange it.

If you do it yourself I think the Home Depot power auger tool rental is like $100.If the seller definitively knew that there was a leaky/damaged sewer pipe then you would have cause to ask for repair.
