A bad PM can kill a good decision.If you can't find a quality PM in a particular market, don't invest in that market.

I assume the sellers are offering seller financing since obtaining a traditional mortgage or refinancing to one after 7 years for this property is highly unlikely.

Yes, you will likely pay close to or at retail value if you are buying a quality property that has been properly renovated. 

This might not be realistic if you're going to build several homes, but I've worked with other developers that were either building custom homes or doing high end rehabs that used them.
