Absolutely...depending on the project and scope, there are going to be changes made to accommodate.For example, the flooring before cabinetry is somethings we'll often do if there is no electrical/plumbing that needs to be done through the cabinets (like a prep sink or outlets installed in the cabinets). 

I can plug my modem into a few outlets around my house. 

The outlets weren’t grounded.

(Plus chemicals doesn't easy get behind an outlet face plate or down in a groove in the wood floors where they may hide)- I don't worry about it at all because it's outside of my control.
