we had a control on our boiler in basement that only we could access,, we disconnected the theromstat in the unit and set the boiler at the temp we wanted,, kept it at about 70.. we had a new thermostat put in the boiler room.

Look into upgrading your boiler find a good HVAC company to inspect what you have, you could have a hole in your boiler and it not making temp and cold water coming in to make up what is lost.

People love all utility included rentals and we had a 6 plex that was as such, we were able to adjust and keep the heat set at a set temp with a aqua stat, we had radiator system and control was in basement by boiler and water heater in area we kept locked.
