I am in a very similar situation in Tempe, AZ where I am outside the immediate area of ASU, but I am well within a longer bike ride or short (less than 10 min) Drive.

I have a guy who works as a temp worker, a woman who works as a care taker, a guy who works at a machine shop, a woman who works at Valvoline, a woman who works at L and M, a woman in the Navy, and a guy who works for WB Mason.

Temps plummeted to near zero for solid week or so and then we started getting snow. 

. - I believe it performs much better than heat tape, but I would utilize both in the temps we face.
