I realize in your case, being out of state, having a PM is a necessity, but I'm speaking more in general terms.If this is the only complaint you have with the PM, I wouldn't look to change to a new PM.

Repairs cannot be arbitrary: they have a checklist of very basic necessities, and if something doesn't meet that, they make you fix it.

First, though, they'd have to sue you to enforce an easement by prescription or necessity that hasn't been recorded (easement created by long-term use, or as a way to get to their own property, which is basically not reachable by any other reasonable means).

Once the animal becomes a "medical necessity," they are no longer an animal in the eyes of the law, they're basically a medical tool like a wheelchair (as mentioned) so you can't charge a pet deposit for them.
