I believe that under a standard title insurance policy, building code matters, zoning and other governmental restriction on the use of the property are excluded from coverage so unless you purchased an extended form title policy there probably is no coverage, but it never hurts to submit a claim. 

First, check with your HOA to make sure they don’t have any restrictions on acquiring tenants (or roommates in your case).

More and more we're seeing a lot of this evolution spill over into MTRs as well, especially as jurisdictions have banned or restricted STRs and those owners pivot to the midterm rental space.

Could you offer to have a pod dropped off where the tenant can store their belongings while still having access to them? 

Ideally you want to make sure it's near a major highway so tenants have easy access points to their customer base, especially with the trade type tenants like plumbers, HVAC etc.
