They told me as a result that the park does not need a permit so long as the homes that come in on the empty pads are permitted accordingly (e.g. setback, tiedowns, etc).I will get this "no permit needed" claim in writing via an ordinance or declaration of some kind from the city, it just seems very uncommon.

It's not uncommon during rising rates to feel investment compressions - that's pretty normal, if you're wanting larger returns then you should aim for lower property classes but those come with their own inherent risks (maintenance, tenants, etc.)

(probably not).You might be able to mitigate some of that risk if you could meet the owner and assess their circumstances before buying the property--but even then, your assessment is likely to be pretty hit-and-miss (although some people experience significant hardship through no fault of their own, it's not uncommon for people to create a fake sob story to cover up their own negligence/incompetence...even if you could talk to the owner, how would you be able to know the difference between legitimate hardship that was no fault of their own vs. a fake sob story?)

Don't count on finishing the basement unless it's uncommonly dry at that location.-  ARVs range pretty drastically based on the area of Pittsburgh.
