Can you not just scrape the popcorn ceiling off then repaint?

We also repainted everything and replaced the carpet so that everything is hard wood except the stairs so we don't have to worry about gross carpet and keeping it clean.  

The pan needs repainting and sealing from rust and inspected to be sure it has not rusted through.

The deal seems good:Good B+ area in Columbia, SC suburb, great schools, 3 bed 2 bath, needs some cosmetic work (repaint interior, a few holes in the wall to fix, 1 broken window to replace, likely replace laminate flooring in 1 room, replace bathroom sealant)ARV is around 220k, it's offered for 165k and already has a cash offer of 172k (I'll be financing).

Factor in the costs to repaint between tenants, and to replace carpet every three tenants (while small items are often covered by deposits, large expenses quickly exceed deposits). 

The rest of the apartment would be in the 1500-3000 range to repaint, and the flooring normally runs about $4-5 per square foot for vinly plank and $1.50- $3.00 per square foot for refinishing hard wood floors. 

Half the houses have the porches crumbling off the front and needed to be repainted 20 years ago, half of them have work ongoing or have already been flipped and are looking super cute and turning into stable rentals.

Opted to repaint the existing cabinets and added hardware.
