The biggest thing I was concerned about was coming across as a "threat" or someone who looks like they are there to make money off of you.

Excuse me but I have worked since I was 13 years old and I'm 60 and now I'm taking care of a very sick wife and I'm very appreciative of any help I get but with everything going on you would figure they would be a little bit more organized and faster at getting everyone the help they need there are people that are hanging by a threat an they are taking their sweet little help there are some landlords that aren't as patient as you are and the system they have in place sucks you figured with it being the government they would be more efficient they knew from the beginning that there would be a flood of people apps coming in but like the government they probably didn't plan for this and if I offended you then I apologize but they could have come up with a better system then what they have because some people are sitting in the dark and only a few days from being homeless at least you have income coming in

The thing is they've gone beyond protest and actually defaced property and committed vandalism and I've heard of threats of physical violence .

IF that's true, then he poses very little threat to you and should be a good prospect.I am a little concerned because you mention he's been living with family, which indicates he is not self-sufficient and you may not be sharing the whole picture.

Sucks to have to use a "threat", but I would just give them notice that if it is not paid in full by a date of your choice that you will be taking them to small claims court.
