Some areas have a large waiting list of applicants and are currently giving out vouchers, and some areas/departments have eaten through their surplus right into a huge budget deficit (my area) and are no longer giving out vouchers.

Part of the reason for the ones I'm involved in is the fact that there are vouchers approved for guaranteed tenancy and another is when some of the multi-use properties have additional income streams (cell towers, laundry, etc.)

Then you have cities like NY, where rent is $2000 a month and mortgages are $4000 - so I think there will definitely be an increase in renters but the rent is so high that there will be a decrease in cash flow outside of government voucher programs.
