First check your state landlord tenant regulations.

According to the CCA rules and regulations for the city of Cleveland:5:01.I "Any person receiving rental income from any property must file a return whether or not there is any tax due."

It is my understanding that you CAN exchange from sole ownership to a fractional interest, but there are rather stringent regulations (https://jordanramis.com/resources/articles/§1031-e...)4.

Not only that but you are far less likely to face community protests, hard zoning regulations, and ridiculous fees and taxes that make developing affordable housing in many cities too expensive.  

You just have to make sure that you follow the rules/regulations and disclose everything that is necessary. 

Can't hurt to call/write a letter to some sort of ombudsman, regulator or the bank's customer service.. 

Maybe part of my wanting to move markets is due to what is happening in Seattle with the government imposing ridiculous rental regulations (ie. $14/night AirBnB tax, and letting renters pay their deposit over the first 6 months of the lease, among other ridiculous laws), as well as increasing my property taxes 25% this year to pay for their wasteful spending, versus a more conservative government in Phoenix garnering less property tax and more relaxed rental rules.
