It's not an averaging process.You're right, any side deals can cause a tenant to lose the benefits and the landlord to be banned from HUD transactions, getting barred by HUD is not a good thing BTW, it includes all HUD activities, or can, which means loans, buying properties, leasing, everything!

Some associations ban rentals, some associations don't have any money in the kitty for repairs they are responsible for, and I've even seen a couple that had massive unpaid water bills (with joint and several liability attached).

Florida has a law that stops cities from getting more strict or disallowing STR if they weren't already banned by 2011, but there are several that have laws on the books banning it.

If the condo association bans rentals then you can not rent the property.A land sale contract is a sale where the legal title is retained by the seller until specific conditions are met.
