I say preflip because what we do is go into a property and trash it out, spray all walls ceiling and trim eggshell white, spray the outside of the outside with kilz2 with a color tint one color, clean the lawn, cut it and put mulch down.

This deal is like a jar of jalapeno peppers - what you do today may burn your a$$ tomorrow.

Repairing walls, spray painting the whole building with maintenance paint and adding 0.29-0.39/sqft laminate flooring throughout could probably be done under 5k. 

They come once every two months, spray something in each unit and charge $110.

I also found a company that would spray - reglaze your tub for about $350.

Tell them you spray for bugs for up to 30 days after they move-in and after that you charge them --explaining that they have to keep the TRASH OUT, decent housekeeping is expected.If possible-- maybe market as an all GRAD student condo?
