Yes seems winter time is bad for seeking tenants. 

Rentals does slows down after school opens which puts a slump but depending on area and location, it has minimal to big effect.You do find good deals during winter time when there is not competition from home buyers.

It's also the dead of winter time so there's less people walking properties.

The midterm elections will only deepen that and wintertime lull will further make sellers price lower especially if they need to move quickly.

When we used to rent, there were moments when are heater did not work during winter times and we had to use five bed sheets to keep us warm.

I rescued a mama cat and her three kittens from one of my properties and took them to a horse barn where they now live (and now mama cat is preggo again).Personally, I wouldn't relocate a cat to a situation similar to yours because the cat (off the top of my head):-Might hop on cars during the wintertime (in the dead of winter our cats LOVE warm car hoods - it drove my dad bananas)-Being a stray cat doesn't see to be a great reality.
