You are correct, the IRS considers this "reciprocal lending" and is a linked transaction to a prohibited transaction.

If you hold a Coonecticut License there are provisions for waiving the Education Recquirements as Connecticut is one of the few states Florida has Reciprocity with.

And there are a couple of sites that are "non-reciprocal" - they remove all BP links even when BP was allowing theirs; now BP removes those too ...So Bill, I think you hit on one of those in the post you mentioned above this one.
