You are correct, the IRS considers this "reciprocal lending" and is a linked transaction to a prohibited transaction.

There are states that reciprocate licenses.  

Part of why I still haven't decided whether to hang my license or not . . .In Maryland where I am, you have reciprocity with Oklahoma and Pennsylvania as a licensed agent.  

If you hold a Coonecticut License there are provisions for waiving the Education Recquirements as Connecticut is one of the few states Florida has Reciprocity with.

Alabama will recognize and apparently give you some leeway (under reciprocal Licensing Agreements) for holding a RE License in another state. 

When one considers that since the last G20 meeting in November, five of the twenty nations present have already announced intentions to raise import tariffs and restrict trade, then would it be any wonder if the unions pointed to these actions and demanded reciprocity?

And there are a couple of sites that are "non-reciprocal" - they remove all BP links even when BP was allowing theirs; now BP removes those too ...So Bill, I think you hit on one of those in the post you mentioned above this one.
