If you take the individual investor model, you need to find a Whale.  

In smaller towns, this is usually a specific individual within the Planning Department. 

Best you can do is individually pull title on properties. 

Though if an individual were paying for her or himself, I’d say go with the home-study version for a fraction of the costs of the live seminar….

For individuals with full-time jobs in other industries, meeting this threshold is challenging unless real estate is a substantial focus outside regular employment.

I manage a few smaller complexes and they are all on individual price schemes though they are usually within a few dollars of each other.
