title company will want an EIN or SS and will send their forms to the IRS and report the sale.. its up to the seller to then report on their income tax's.. now if these guys/gals are just going to pass cash and do their own recording .. then again its up to the seller to report this on their income tax's.. if they dont then of course thats tax evasion etc..
