The change in regulations isn't about lowering commissions, it's about clearer disclosures regarding how commissions are paid and forcing agents to be better fiduciaries to their clients. 

Thanks in advance.When you are buying subject to, you need a purchase and sale agreement, special disclosures and a flurry of other knowledge & forms.

There will be some more disclosures to sign and maybe an extra step in the negotiation process, but it will be business as usual.

You can ask for disclosures and financials and all that from boards and HOA, but at the end of the day there's no guarantee you aren't going to get hit with one.
