Unrealistic fabricated burdens on the innocent is a sin. 

One culprit is that there wasn't a proper use of filter fabric during construction and sediment has filled in the voids between the aggregate making drainage slower. 

I’m treading lightly, because I don’t want to insert myself in delicate family/sibling matters; but I just want her to have all the information for her and her sister to make an educated decision.I think I’ve figured out most of the costs associated with a cosmetic rehab and commissions and such.

I am not looking for advice about having more reserves, or making better investments, just looking for great ideas on how to go about this rather delicate yet sensitive process of negotiating rent payments, while people are not getting paid. 

Is that also fabricated or is that a real thing right now?

Mobile/Manufactured homes are considered vehicles in many states (hence the VIN - vehicle identification number), so it would probably only have details about the features the home came with from the factory.If this is for a pre-fabricated home that is on a regular foundation and such, the manufacturer would be able to tell you about the VIN.Either way, just like with anything used you should make sure you do a full inspection on it so you know what you are buying first!
