Northern and central NJ are preferred as I am located in Bergen county.

Each county in the US has S8 rent limits per bedroom, set by HUD.

The City of Portland, and Multnomah County are more restrictive than most of the state for instance. 

This process usually takes anywhere from 30-45 days depending on the county.

I have 3 of those going right now in Loudoun county VA just outside of WA DC my deal with that developer is 100% return per annum..

I actually live Pinellas County.  

I am sure your aware of the antiquated lot of record rules already on the books in LA county that could stop a lot of rebuilding unless they change those laws or codes..
