I thought part of their charter/purpose was to ensure local jurisdictions abide by the ADU regulations.

They are a credit union and their charter has a limit of a 15 year loan--so they do a 30 year amortization with a 15 year loan and a balloon payment at 15 years. 

This is under charter territory when coming across a trustee.

They used to be exclusively a charter school with no preference for local families.
