Based on what I am reading and understanding, until our legislation passes something that changes the zoning restrictions, a design similar to come of the co-housing communities we are seeing pop up all over Europe can't exist legally. 

Don't look only at the current laws and restrictions but also find out if there are any proposals or hearings pending in the city council or county supervisors. 

You will have to give the tenants the EPA required lead based paint paperwork anyway because its better that testing the whole house.I use mini-splits for HVAC in old houses--the ductwork will not fit through the crawl spaces and attics with all the room additions, so its much cheaper to put in the mini-splits and the tenants love having the individual room controls.For what you are proposing to do, you might as well just buy a vacant lot. 

Zoning and Land use policy is (and should always be) regulated at the State and/or local level, the Fed would at best simply be incentivising States to implement ADU legislation.

Breckenridge is proposing to stop issuing STR licenses until their proportion gets down to a smaller % of the overall housing supply.

However, the concern should be if the tank has impacted soil and groundwater. are they proposing sampling in connection with the decommissioning?

Other ways from what I can see is you want to target FSBO, rentals, and maybe expired listings and propose a subject to, lease to own, or other creative method.
