You must have more nuanced rules, that take into account the offense, the age of the offender, the length of time since the offense, and evidence of rehabilitation since the offense.

And, they've also increased the fine to $20k for the first offense so not worth the risk.Condos are much easier to rent out short term as you only need to know if they are permissable in the complex.
