It's a good bit below freezing here currently and I do notice the furnace kicking on constantly.

Not so fun when the air temps dip below freezing though! 

Regarding the Lease up fee, like everything in Real Estate, its all negotiable, my manager charges me well below 10% management fee and no lease up fee, he doesnt think its a fair charge, they also dont care if i get my providers, or use theirs, this tells me the mark up on service must be minimal if at all,  I totally agree with HVAC, you gota get to it ASAP, especially when its 15 below with 40 mph winds, you will freeze up a house in a few hours in really bad conditions. 

It increases to the point of paralyzes them.It's like seeing a viscous dog and freezing up and loosing your train of thought.  

Winter is fast approaching, the unit should not be subject to sub freezing temps for obvious reasons.

...your whole family is freezing as well.No towels...So what ?...

My heat contractor told me no one who's just a little cold is getting on their list, they have people with no heat, pipes freezing and toilets exploding! 

I'm getting very nervous, as this property is a triplex and we're renovating another unit, so 2/3 units are vacant right now, and I'm paying electric bills for both of those to keep pipes from freezing.

Couple that with the freezing temperatures and if you went to court the chips could fall either way, talk to the property manager, they know the law.

I learned early that tenants can't be trusted to turn off the water and pipes will freeze.
