People dump trash in front of my garage in the alley and multiple times ive found drug needles when cleaning up.  

I assume if the report is clean, we'll probably just need a few humidifiers in the house.  

I am not sure as to whether they are insured or not will protect the owner if the company does not do a good job of cleaning and preventing slips.

Same with the floor should I install new floor or try to clean and see how it comes out?

The tenant is given in the lease the responsibility in my leases to clean the exterior staircases and walks and maintain the lawn.The tenant is also given in the lease the responsibility to shovel the public sidewalk in front of the home from snow and the lease spells out that if it is not shoveled after a snowstorm and creates dangerous conditions, we will shovel it immediately and without notice.If the tenant does not maintain the lawn, we give notice and show up 24 hours later.

Unit requires minimal rehab work (cleaning, new paint).

Tenant is responsible for keeping a clean house with no food the rats can get to.You might also try working with your neighbor to combat the rat problem (hopefully the adjacent house is not vacant).

Many home owns want to get rid of their almost young appliances and redo their kitchen. 375-400 gets you a very nice clean used stove.

I was quoted about $8K to clean it out, and be able to sell the home for maybe $15K.
