I am afraid that this article is propaganda, and is softening the voter base for rent control legislation. 

There is some horrible legislation before the house regarding tenant rights.

Because of Dodd-Frank legislation and what a Qualified Mortgage (QM) is.Dodd-Frank will also apply to you is you offer seller financing to a buyer planning to live in the property.So, you may want to look up Dood-Frank and discuss with a competent attorney before preceding.Another possibility is a Lease with Option to Buy.

They deliver water to the property and bill the property owner, it is really none of their business if you sub-meter internally.Now, they may say you are "reselling" the utility and make a fuss ... where utilities are legislated monopolies resale is frequently prohibited/restricted.

As of last legislative session, same goes for appeal to County Court, but I haven't seen that yet.

That being said we have noticed a bit of a shift in the market with the recently legislated changes to borrowing, etc...Fortunately the realtor fees would be lower than expected however this might be offset by additional marketing costs depending on how how aggressively the project is advertised.Although it is a Seller's market there are still some deals to be found.
