(receiving mail at the unit, extra water usage, extra vehicles, personal toiletries and clothing, using the property facilities on a regular basis, etc.)Sometimes a monetary deterrent works, sometimes it doesn't... but I've collected a bit of cash from rule breakers to offset the headache.

Otherwise, it is very difficult to protect against bed-bugs as they are mostly gotten through transfer on clothing etc., so an inspection could show no beg-bugs and a month later have an infestation.

They might add insulation, carpet on the floor, a bed, a rack for their clothes, a television, a hot plate, maybe even a little grill out back.

The company sent over two techs and they moved our clothes out of one closet and we had two "guest rooms", city probably knew what was going on but they didn't make a fuss.

Turns out this had been happening to other women and they found a guy who had a bunch of women's clothing in his place that wasn't his (his roommate found out about it and squealed on him). 

My friend and partner did this for several years.It has it's pros and cons.ConsA lot of the same issues as a regular roommate.Dirty dishes, clothes, not wanting to clean the house.Pro, the rental agreement is a little more loose.  

If you're buying a residence (or a car, a TV set, clothes, or pretty much everything else) buy the cheapest thing available that meets your needs.
