They should not feel guilty making what they can anymore than the plumber should feel guilty about charging a rate that the market will pay.There are communist countries that people are not paid on the market value of efforts.

It might be easier for a person who has issues / feels guilty with spending money on things he / she doesn't really need.

I don't see how having a crime committed in one's yard makes a tenant guilty of anything that would require zero tolerance.
