You cannot expect those who live in a class D lifestyle to begin to know what class C or B tenants behave as.

If they are well behaved kids, maybe some of them would have enjoyed a BB Gun competition, where they get 10 BB's (per round) and get to shoot at 10 red balloons on a card board backing so many feet away.

Until either the rents come up to justify the building costs, cost of material, energy and labor go down or cost restrictive codes are changed, it will be hard to make quick money on building brand new houses (even small).Brand new housing behaves like brand new cars. 

When you've been told that you're going to die in prison, and you're given the chance to get out, there's a lot of motivation there to behave.
