I would not use wire wheel drills and such with block walls, mortar joints are softer then you think and they will damage them.You dont need to strip the walls to bare, you are simply removing the loose paint so the fresh has a solid surface to adhere to.

That depends on where and what type of house you're renting also.You'll probably not save money when it comes to paint really, you either should do it or not and most time you just paint and it makes the place look fresh.

Just removed one where "someone" kicked part of the bottom panel loose.I think the only advantage of a storm door is that in nice weather one can lower/raise the glass panel (and hopefully not manage to pull the panel out) to get some fresh air through the screen without having bugs coming into the house.Gail

@Nick CiarnielloYou need to collect far more information before you would know whether you have a deal worth pursuing:who are the clientele;how does the rent role compare with the local neighbourhood;what is the economic vacancy (physical vacancy + turnover + uncollected rent + evictions);what are the operating costs;what is the physical state of the assets (roofs, HVAC, envelope, appliances, parking, etc) and how much near term re-investment is required or likely;what is your target rate of return.You want to obtain real numbers (not rose-coloured prospectus projections) for the past 2-3 years and use them to carry out your own discounted cash flow analysis of the property.Also keep in mind that properties freshly on MLS - particularly during the hopefulness of spring - are rarely priced appropriately to be a deal.

Also, moving from a property that's being treated to another one with no history of bedbugs will just spread the infestation to the new unit unless they're leaving everything they own behind and showing up to get keys freshly showered and in their birthday suits.
