You are making it seem like the O.P. uncovered some previously unknown or propitiatory information which is unbelievably naive and honestly pretty egotistical out of the O.P.

In a not-so-nice  area, you want a yard that you can build a four-foot chain-link fence around the property, or a big hill that you can put in garden walls and terraces to use as a natural block to people cutting across your property.4.

I checked out the photos too and it turned out so nice!

I'm sure the inspection will uncover myriad things but most of it I will likely not fix. 

There are 5 paved uncovered parking spaces at front of building.

I have owned nicer SFRs and a fourplex in a not so nice neighborhood with a partner.  

We have re-done the kitchen (upgraded appliances, painted cabinets, new knobs, etc), opened up floor plan, uncovered hardwood floors, and will soon be building better closets.             

Some of those questions you should already have a good understanding of what the answer should be but will help you uncover a person's underlying motives (if any) and overall experience depending on their answers.

If you are an accredited investor, you could invest alongside experts that know the market/submarkets of major MSAs they are targeting, can uncover and add value to the right properties to gain cash flow and force appreciation.
