The goal for this project would be to lower each owner's personal monthly cable and internet and VOIP bill by having the HOA buy these in bulk hopefully for a total lower cost per owner via their monthly HOA fees.Has anyone in the Atlanta GA (Kennesaw) done this type of 'conversion' and was it cost effective?

This seems to be true whether it's CA, TX, AZ or OH - IN or GA.Apparently wholesaling isn't as easy as everybody thinks and are willing to pay big bucks to "learn".Obviously the decline has hit the information provider's customer base that they sell information to, and hurt their bottom line.
